IL POLIGONO DI CAPO TEULADA E LA BRIGATA SASSARI

CAGLIARI, 20 GIUGNO 2014 - Si è riaccesa in questi giorni la polemica che vede impegnati giornali e TV locali a raccontare i disagi che la presenza del Poligono di Teulada porta alla popolazione che vive nei pressi (residenti e turisti). Il Presidente della Regione, On. Pigliaru, ne invoca la chiusura chiedendo una redistribuzione del demanio Militare sulle altre regioni d’Italia, mentre l’On. Pili (e questo è un atteggiamento emerso pochi mesi fa) minaccia denunce per “devastazioni ambientali”, “inquinamento da missili all’uranio” (mai esistiti negli arsenali del mondo) e financo per “abusi edilizi”. Sui due argomenti ci sarebbe da parlare per ore, anche per sfatare tanti luoghi comuni che parlano di Poligono della NATO (falso: è solo italiano), di impiego massiccio di munizionamento all’uranio (falso: non è impiegabile in esercitazioni …… e poi l’Italia non ne possiede), di stravolgimento delle coste da parte dei militari (falso: grazie ai militari le coste sono integre …… come milioni di anni fa).
Al riguardo si potrebbe anche discutere cosa l’area del Poligono diventerebbe dopo la partenza dei militari? Alberghi, ville, villaggi turistici da costruire per , magari, farli funzionare solo nei mesi di luglio e agosto? E poi nella considerazione che i 7000 ettari sono stati comprati dall’Esercito nel 1956 (il più grande proprietario era il torinese Teofilo Rossi di Montelera che aveva quasi 2500 ettari) si dovrebbero restituire le terre ai cittadini che allora le possedevano, per la massima parte sfruttate quale pascolo cespugliato?Impossibile!
Ma il punto più importante è un altro: hanno pensato i nostri politici su come impiegare i 750 uomini e donne che lavorano nel e per il Poligono? I militari, che sono tutti sardi, potrebbero essere trasferiti sul continente, questo è vero ….. ma i 150 civili? Assunti dal Comune di Teulada o dalla Regione? Mi pare difficile! E non finisce qui! Come potrebbe la Brigata SASSARI continuare ad esistere senza un’area addestrativa adeguata ad una Unità di “altissima prontezza operativa”? Le altre Brigate dell’Esercito dispongono di aree addestrative vicine alle sedi stanziali, mentre i Reggimenti della SASSARI dispongono solo di Capo Teulada; infatti, come è noto, Sassari, Macomer e Cagliari hanno solo caserme. È quindi impensabile che un Battaglione della Brigata, a turno, venga trasferito ogni 15 giorni per esercitazioni; il costo di mandare diverse centinaia di uomini e decine di mezzi operativi sarebbe impossibile da sostenere per i poveri contribuenti italiani. Da qui la logica conclusione:anche la SASSARI sarebbe destinata alla chiusura, in verità con grande soddisfazione di qualche Generale “romano” che vedrebbe con l’occasione la possibilità di poter rimpolpare le Brigate Alpine con i nostri soldati!! Ma siamo di nuovo al punto,i militari possono essere trasferiti, ma i civili? Chi li assumerebbe?
Infine una nota di dubbio: possiamo permetterci di perdere, con la chiusura di Capo Teulada, quasi 5000 buste paga?Quante pizzerie, quanti ristoranti di Sant’Anna Arresi, di Teulada e non solo, dovrebbero chiudere? Quanti “pescatori” dovrebbero emigrare perché privati dei sussidi erogati grazie agli sgomberi?

TEULADA TRAINING AREA AND SASSARI BRIGADE

CAGLIARI, 2014 JUNE 20th - The dispute among Military Zones in Sardinia reawakened in the last few days, involving local TVs and newspapers to push a strong campaign aimed to emphasize the concerns that the presence of Teulada shooting range causes to the neighboring population (residents and tourists). The President of Sardinia local government, Pigliaru, invokes the closure of the shooting range by asking a reallocation of Military property on other regions of Italy, while the former President, Pili (and that's an attitude raised a few months ago), complaints for "environmental devastation", "pollution by depleted uranium missiles" (ever to exist in the arsenals of the world) and even for "building" exploitation. On the two topics we could talk for hours, even for demystifying many common myths about NATO Ranges (false: It is only Italian), massive use of depleted uranium ammunition (false: It is not usable in practice…and then Italy does not have it), alteration of the coasts’ shape by the military (false: thanks to the military the coasts are intact…like millions of years ago).
It could also be argued what the Military Zone would become after the departure of the military? Hotels, villas, resorts to be built, perhaps, to get them work only in July and August? And then considering that the Army purchased 7000 hectares in 1956 (the largest owner was the torinese Teofilo Rossi di Montelera who had almost 2500 hectares) why should be now handed back to the former owners? Impossible!
But the most important point is another: have our politicians planned on how to employ the 750 men and women who work for the Military Base? The soldiers, all of whom are locals, could be moved to the Mainland, of course.... but what about the 150 civilians? Would they be hired by the municipality of Teulada or by other regional administrations? It seems very hard to me! Furthermore, how could the SASSARI Brigade, which is a “high readiness” Brigade, continue to exist without an adequate military training area? Other Italian Brigades are close to suitable training areas, while the Regiments of SASSARI Brigade have only the Teulada training area; in fact, as it is well known, Sassari, Macomer and Cagliari have only barracks. It is therefore unlikely that one battalion of the Brigade, would rotate to move every 15 days for drills; the cost of sending several hundred men and dozens of military vehicles would be impossible to be sustain by the poor Italian taxpayers. Consequently the logical conclusion: the SASSARI Brigade would likely be shut down, with great satisfaction of some general "from Rome" that would see the opportunity to boost Mountain Brigades with our soldiers!! But we're back to the point; the military can be moved, but what about the civilians? Who is going to hire them?
Finally a note of doubt: can we afford to lose, with the closure of Teulada training area, almost 5000 paychecks? How many pizzerias, restaurants in Sant'Anna Arresi, Teulada and beyond, should end up by closing? How many fishermen should emigrate because deprived of refunds granted by the Army for not fishing in that area during exercises?
